- Preheat your oven to 350°F. Grease a 9x13-inch baking dish.
- In a large mixing bowl, combine the thawed hashbrowns, French onion dip, shredded cheddar cheese, sour cream, cream of mushroom soup, garlic powder, onion powder, and black pepper. Mix until well incorporated.
- Pour the mixture into the prepared baking dish and spread it out evenly. Sprinkle the grated Parmesan cheese over the top.
- Bake in the preheated oven for 30-35 minutes until hot and bubbly, and the top is golden brown. Let it cool for 5 minutes before serving.
