Method
 

  1. Preheat your oven to 350°F (175°C).
  2. Wash and cut fresh broccoli into small florets or thaw frozen broccoli and drain excess water.
  3. Cook 2 cups of white rice according to package instructions and set aside.
  4. In a large mixing bowl, combine cream of mushroom soup and milk, stirring until smooth. Add shredded cheddar and mozzarella cheese, mixing well.
  5. Add cooked rice and prepared broccoli to the cheese sauce. Sprinkle in garlic powder, onion powder, black pepper, and salt. Fold until well combined.
  6. Pour the mixture into a greased 9x13-inch baking dish. If using breadcrumbs, mix with melted butter and sprinkle on top.
  7. Bake in the preheated oven for 30-35 minutes until bubbly and golden brown. Let cool for 5-10 minutes before serving.
