Preheat your oven to 375°F (190°C).
Prepare your muffin tin by greasing it or lining it with paper liners.
In a large mixing bowl, whisk together the dry ingredients: flour, baking powder, baking soda, salt, garlic powder, and black pepper.
In another bowl, mix the wet ingredients: cottage cheese, eggs, cheddar cheese, green onions, bell pepper, and olive oil until well combined.
Pour the wet mixture into the dry ingredients and gently fold them together until just combined.
Fill each muffin cup about 2/3 full with the batter.
Bake in the preheated oven for 20-25 minutes, or until golden brown and a toothpick comes out clean.
Allow the muffins to cool in the pan for about 5 minutes before transferring them to a wire rack to cool completely.
