- Heat a large skillet over medium heat. Add the ground beef or lamb and cook until browned, about 5-7 minutes. Drain excess fat.
- Add diced onion and minced garlic to the skillet. Sauté for about 3-4 minutes until onion is translucent. Stir in mixed vegetables, tomato paste, Worcestershire sauce, thyme, rosemary, salt, and pepper. Cook for an additional 5 minutes.
- If making mashed potatoes from scratch, boil peeled potatoes in salted water until tender, about 15-20 minutes. Drain and mash with butter, milk, salt, and pepper until creamy.
- Transfer the meat and vegetable mixture into a greased 9x13-inch baking dish. Spread evenly and spoon the mashed potatoes over the top, covering the meat completely.
- Sprinkle shredded cheddar cheese on top. Preheat oven to 400°F and bake for 25-30 minutes until cheese is melted and bubbly.
